What is the best way to find places for rent?

I am student at ODU in Norfolk, VA. Me and two other roommates are in need of a 3br, and 2 bath apartment or house. I have had trouble in finding places under 1500 that aren't in the ghetto areas. What the best way to find what I am looking for?
