Cheapest online or classroom instruction to get my license?

I don't need to take the driving part because I'm home schooled and my parents can teach me but I do need the class instruction and I'm looking for a company that's not going to be too expensive because all the ones I've called are ridiculous. So if you know of any online courses or places in Va Beach,Norfolk,or Chesapeake, VA that would be great. Thanks
