What are some nice, safe areas in virginia to live in?

Is norfolk a good place to live? I am just asking because my sister lives there and i want to be close to her. I want a nice place not trashy or ghetto. i need nice schools for my daughter and nice neighborhood. Ill be looking for apartments. I heard norfolk is a good place so I would like the nereast place possible to norfolk but thats nice. so maybe virginia beach. Pleae help me find nice places
