Why does everybody say that Norfolk, VA is such a bad place to be stationed in the Navy?

Im in Pensacola, Fl in "A" school for CTT. I heard that the most likely place that we will be put for our first duty station is either san diego or norfolk. Im dying to get san diego because ive heard that Norfolk is such a terrible place. Why is this? and what are my chances of getting Norfolk over san diego for my first duty station as a CTT tech (6 yo)?
